Digital Enterprise Architecture for Singapore Pools

The state-owned lottery subsidiary company Singapore Pools is the sole legal bookmaker and totalisator for association football and motor racing betting in the country. The gaming company fights illegal gambling activity by offering a safe, trusted and legitimate environment for customers to place bets. They also promote responsible gaming measures and encourage players to play within their limits and seek help if they have problem gambling concerns. To achieve these goals, the business needed a Digital Enterprise Architecture practice to help accelerate their business transformation initiatives and capabilities.

Yeo’s team began transforming the business from a traditional counter-service, in-person model to a digital one with online channels and a mobile platform for customers to onboard, manage their accounts and bet. They also rolled out a nationwide digital signage network to educate customers about the risks of gambling and how to deal with problem gambling through PADS4.

In 2018, they migrated their on-premises applications monitoring system to Oracle Cloud Infrastructure (OCI). With this, the business now enjoys increased visibility and automation. Additionally, they can run their applications in a highly-available and high-performance environment, cutting down troubleshooting time by half.

Besides the operations, the business also strives to be a “Company for Good”. Leveraging their technology capital and IT expertise, they launched iShine Cloud in 2018. The charity provides other charities with an affordable and integrated suite of charity-specific solutions through a secure, cloud-based IT platform. This helps improve their productivity, governance and operational efficiency so they can focus on serving their beneficiaries.

Every year, the company directs about 97% of its revenue to the broader community. This includes channelling more than $2 billion in taxes and duties to the Government and redistributing about $5 million each year to charities, community development and sports sectors. They also make regular donations to children’s welfare and health care, and are involved in community projects such as organising national sports tournaments. These efforts have made them a well-respected corporate citizen and philanthropic organisation. In addition, the company also actively encourages responsible gambling among its employees. To do this, they have set up forums to encourage staff to discuss and share their concerns, and to come up with ideas on how to tackle them. This allows them to develop an effective Responsible Gambling Policy that is in line with the business’s culture and values. They also provide education and training to their employees to ensure that the policy is adhered to at all times. This has resulted in a decrease in the number of people who have reported gambling problems to them.
